At SCADER, we implement a holistic approach to address the complex challenges facing agricultural communities in Somalia and the Horn of Africa. Our work is centered on building resilience, promoting sustainable practices, and empowering local communities.

Meet Dr. Osman S. Elmi

Dr. Osman S. Elmi

Founder of SCADER

Dr. Osman S. Elmi leads work in agricultural production, resilience, and policy. He formerly worked with:

  • Dept. of Agriculture Canada
  • Canadian Food Inspection Agency
  • IGAD region (Somalia, Ethiopia, Kenya, Sudan, Uganda, South Sudan, Eritrea)

With extensive experience in agricultural development and policy-making, Dr. Elmi founded SCADER to address the unique challenges faced by dryland communities in the Horn of Africa.

Developing Puntland Agricultural Policy
The Puntland Agricultural Policy for 2025-2035 outlines a comprehensive roadmap that covers various important aspects. The MoAI has developed through an inclusive and participatory process involving key stakeholders from the government, private sector, civil society, and development partners. It considers the unique challenges and opportunities facing the agriculture sector and provides clear policy pillars and interventions for sustainable productivity, agricultural growth, resilience, and sustainability. The main objective of this agricultural development policy is to enhance food and nutrition security, improve agricultural productivity, and promote inclusive and sustainable agricultural development. To achieve this, the policy focuses on key strategic policy pillars such as strengthening legal and institutional frameworks; improving economic and market measures influencing agricultural productivity; investing in agricultural research and extension services; adopting modern farming techniques, improving access to high-quality seeds and fertilizers, strengthening value chains and market connections, promoting climate-smart agriculture and natural resource management and enhancing institutional capacity and governance. It also emphasizes the importance of diversifying agricultural production to reduce reliance on a single crop, thereby mitigating the risks associated with climate change and market fluctuations. The policy recognizes the need for capacity building and knowledge transfer within the agricultural sector. It emphasizes the importance of providing training and extension services to farmers, equipping them with the necessary skills and knowledge to embrace modern farming practices and technologies. Additionally, the policy highlights the significance of research and development in agriculture, promoting innovation and adapting to emerging challenges and opportunities. In summary, the Agricultural policy 2025-2035 represents a significant step forward in transforming the agricultural sector in Puntland, Somalia. It is a detailed and forward-thinking policy that will guide our policy goals and interventions in the coming years. I urge all stakeholders to actively participate in and support the implementation of this agricultural policy, as it is through working together that we can achieve our goal of a food-secure Puntland

The SCADER Consulting developed the Puntland Agricultural Land Regulation that aims to regulate, manage, and protect the use of all agricultural land in Puntland; develop agricultural production and ensure that farmers use land in a sustainable and environmentally friendly manner.; define the boundaries of agricultural land rights and the obligations of land users ; and protect water resources and regulate irrigation systems.

Cash Management strategy
Puntland’s cash management strategy prioritizes liquidity control, transparency, and decentralized execution aligned with its ongoing Public Financial Management (PFM) reforms. Key pillars include FMIS integration, local government empowerment, and sector-specific cash flow modeling for agriculture, retail, and infrastructure.

Under World-Bank Funded PFM projects in Puntland, Scader Consulting developed Puntland’s macroeconomic forecasting model and fiscal policy analysis that evolves FMIS integration, PFM reforms, and efforts to align budget planning with real economic indicators. It developed strategy to address data reliability, forecasting capacity, and policy coherence. Strengthening these areas is critical for sustainable development and fiscal discipline. It recommended a structured roadmap tailored to improving transparency, fiscal discipline, and expenditure efficiency through internal controls and performance-based budgeting.
