The SCADER Consulting developed the Puntland Agricultural Land Regulation that aims to regulate, manage, and protect the use of all agricultural land in Puntland; develop agricultural production and ensure that farmers use land in a sustainable and environmentally friendly manner.; define the boundaries of agricultural land rights and the obligations of land users ; and protect water resources and regulate irrigation systems.
