Under World-Bank Funded PFM projects in Puntland, Scader Consulting developed Puntland’s macroeconomic forecasting model and fiscal policy analysis that evolves FMIS integration, PFM reforms, and efforts to align budget planning with real economic indicators. It developed strategy to address data reliability, forecasting capacity, and policy coherence. Strengthening these areas is critical for sustainable development and fiscal discipline. It recommended a structured roadmap tailored to improving transparency, fiscal discipline, and expenditure efficiency through internal controls and performance-based budgeting.
